But James Bond was 007 in 1953, the year when Casino Royale was published. And on the web page below, it says that international dialling from the UK could reach most of Europe by 1964, and most of the USA by 1971, so it's obvious that the international dialling prefixes, including the 007 prefix for Russia, are nothing like as old as the James Bond stories.

okay, so at first I thought you were right about dialling codes and Russia. Then I thought about it - in Europe, the code for international calls started with 19, then the country code, so the code for Russia would have been 197 - the 7 was correct for Russia.
But, having looked at the first website below, they were only brought in in 1960, so would not have existed when IF wrote his Bond stories, although it may have been what the operator dialled for special transfer calls even before that date.
Despite loving Bond, I now have absolutely no idea now where the 007 came from!!! The second link below is for the company that deals with his books and the Bond name - perhaps you could contact them! (I shall be delighted to hear what you find out!)

(oh, and even in the books - ie, not just the films - they refer to other other 00 operatives working, so they are wrong that 'dead' ones are replaced by the next number)

If you read the James Bond books carefully you will find many facts about him as a person rather than the rubbish in the films which seem to be all about spectacular effects, large explosions, car and boat chases and lots of gunfire. Remember that James was a SECRET agent so blowing his cover was not an option. James Bond was created in 1952 and was a fantasy of Ian Fleming's own experiences in his time in the service. Bond's image was modelled on Hoagy Carmichael. As a character he was Scottish and born in 1920. He served in the Royal Navy in WWII and attained the rank of commander. He lived in a flat in Chelsea, earned £1,000 a year and drove a Bentley. He had a liking for smart clothes, good food, fine wines and beautiful women. He worked for MI6, the British Secret Service into which he was recruited after the War. All the books were based between 1955 and 1964 when Ian Fleming died. Sadly none of the films with the possible exception of From Russia With Love and Dr No are anything like the books which really need to be read to understand Bond.
Much of the background to MI6 is fact and the character of M is based on the services custom of referring to the Head by their initial letter. M's name was Miles, hence 'M'.
The 00 section contained nine operatives 001 to 009 each licensed to kill. On the death or retirement of any of them they would be replaced and their numbers re-allocated. Bond was especially friendly with 006 until his death.
Using this numerology it would be possible for Bond to have died and replaced with another operative who used the same number but who, obviously, would not be James Bond. This numbering system was the one used by the British Secret Service at the time of Fleming's involvement.
I would admire any film director who made a film exactly as the books but, sadly, the film companies have to cater for the U S market hence all the un-necessary car chases, explosions etc.
