My baby went through the same thing. She would eat any paper she got hold of. We tried to keep paper away from her, but she always managed to find some and the next thing we knew she'd be eating it. The only thing that worried me was newsprint as I'd read that some newsprint is poisonous to babies.
I doubt it's good for them, but it didn't seem to do my baby any harm. We tried not to make too big a deal out it and eventually she stopped on her own.

It's not a good thing. The inks or dyes in the paper might have toxins.
You should talk to the doctor. Your baby may just be being a baby, or may have some kind of nutritional deficiency (called pica). That's when people eat non-food items, like paint chips, or ice, or even dirt. My mom ate ice for years - turned out she was anemic. Eating ice is a symptom.
Your baby may need some kind of nutritional supplement. Give the doctor a call. And good luck!

As long as the baby swallowed it, s/he is okay. But don't let him/her keep doing it! S/he could choke! My baby got a hold of paper accidentally and choked on it at 8 months or so and had to vomit it up.

I actually used to do the same thing when I was a toddler. It's called Pica, when children or adults eat non-food items. Here's a link that talks about it. I would watch him when he does it like the other's have mentioned so he doesn't choke.

My cousin use to eat toilet paper/tissues and gross all the rest of us out. It is sort of like "pica cravings" that a pregnant woman may get. Just make sure he/she is getting a multi-vitamin with minerals and perhaps some type of healthy toddler snack can be left out to compensate.

My baby does that. My oldest did, too. When she was a baby she always ate my shopping lists at the grocery store.
