Considering all the rain we've just had, I'd give it a fortnight, what with all the leaks the water companies never fix.

I admire your willingness to sacrifice your garden in the time of a water shortage. It really irks me to see vibrant green lawns during a time when an area is short on water. Thank you. Sorry, I don't know what area you are from, usually it is only an area wide restriction on water. I live in western pa right now and we don't have a restriction, although we may soon, it's pretty dry.

Round about the end of August, but only down south. The rest of the country will escape for this year.

There has never been a UK hosepipe ban. They only ever apply in certain areas so the answer is never.
