Some will say the motivation and to give a example why no to this would be the words of Lady Bird Johnson President Linden Johnson who start the great Society or Government welfare and the generations of people who feel entitled instead of through their actions. " the Great society with its good intentions was the worse thing to happen to America"
For me one may have the wrong reasons but do the right actions and by so doing may not see why until later as through hind sight. This is a qualification that should be used to define a leader who will stand up and do what is right even if he is not not sure why he is doing this. ie. Some one attacks some one and you witness this and do nothing then you are a part of it, but if you jump in not knowing the reason and find out later it was a husband and wife, you might have saved some ones life in a moment of rage. While putting your self at risk you have shown the deference of right and wrong and acted on this moral moment in time with out knowing all of the things to many people would rather find a way to justified taking no action.
Therefore stand up and take action based on right and wrong and not on motivation.

To me it all depends on the outcome.
For example motivation is what gets you through in life. If you weren't motivated then your are doomed to fail at what ever you set your self out to be or do.
The effect of someones actions can take a huge toll in ones life.
For example they are driving a car and are intoxicated and over the limit, cause a fatal car accident and it is your loved one who is killed. This has effected you in so many ways and it is due to their actions.
But then you wonder what motivated them to get into the car, in the first place?
So to me they are both important, depending on the circumstances.

Good intentions don't count for much if the result is disaster.
The law of unforseen consequences has a dominant place in human history, and the only way it stands any chance of being avoided involves more thought, consideration, planning, and self-doubt than humans possess.
Example: 1967, I believed, and a large portion of Americans believed Lyndon Johnson would be remembered as the greatest prez in US history, despite the Vietnam War. His Great Society seemed a wonderful concept.
A generation later he was vilified for the welfare state he created.

Hiya there! :-)
I can't stress enough the importance of motivation! Its really the key to the door of Success!
Without motivation you can't open that door! I suppose sometimes you get lucky and you can crawl through the window..
The motivation is what gives you the action, which gives you the effect..For example; a line of domino's, if you knock one down..they all fall. In other words, your dependant on the motivation to keep you standing strong!
Bye
Take care!

Well, this definately depends upon the circumstances but ideally i'd have to say thier motivation. Never the less, if somebody persists in having the same effect, despite the repercussions, then i'd have to say that ignorance is not a valid excuse. I have the same issue at the moment so it will be quite interesting to see what people say.

Many times a man's motivations affect his actions. So then I would have to say motivation is more important to me.
