Be original! If you really know her, you can compliment something most people wouldn't think of. A beautiful woman is always wowed by a guy who looks past her beauty! If you can find a way, compliment her intellegence! If she's sitting in a coffee shop reading the complete works of Shakespeare, for instance, you could say, "Wow! You must be really smart to get into that!" Unless you're a troll, you should be in like flynn!
If she's in there every day reading it, hurry to the library for your own copy of something by Shakespeare (or Stephen King, or Danielle Steele, whatever she's into), and speed read it, or she'll know you're a phony. Or you can admit it's a new interest, and you don't yet know a lot about it. That will let her dazzle you with her knowledge! There's a springboard for asking her out to dinner, to discuss it further.
If you don't know her, and can't find out anything you can use, then you will have to go with the visual. Don't be superficial, though. If a guy said I had a nice set of jugs, I would run away, screaming! LOL!
Pick out something that sets her apart, but that you can comment on without sounding gay. A good one is her eyes, especially if they are an unusual color. You can go up to her and say, "Excuse me, but I just have to tell you that you have the most beautiful eyes I've ever seen! They're such a unique color!" Mentioning they are unique may get her to engage in conversation about how she came to have them. Just saying they are beautiful doesn't give her anything but saying thank you and walking away, or hanging there in an awkward silence.
Try to be real, look past her physical beauty, and see if there's anything else you like. If she's pretty, but her head is a void, do you really want to bother? On the other hand, just because she's beautiful doesn't mean she's as dumb as a brick, either! Good luck!

just keep it sincere..u dont wanna seem like a pervert with cheesy lines and if it sounds phony then she will be able to tell ur blowing smoke up her a**!!! good way to look at it is the way my brother was brought up. he was taught to never say anything to a female that he wouldnt like some guy sayin to me or our younger sister...its stupid but it works...just be respectful and never call her hot...beautiful is good but just say sumthin like i just wanted to tell u that i think u are absolutly beautiful...and leave it at that. dont ask if she models cuz that comes off as a line and she will most likely be turned off immediatly

Well, you don't want to seem desperate or creepy when you give compliments! Or gay.. if you're not. Just say something about her that you like. ONE thing. Such as... "your hair is so smooth and shiny!" But, most of the time, "you're really pretty/beautiful/drop dead gorgeous works. lol. DON'T say hot, or sexy. =)

...I'm sure women who are models KNOW how gorgeous they are... they want to hear that they are smart, witty, intelligent, interesting, funny.... things like that that have nothing to do with their looks...know what i mean??
