I don't know if it's legal or not, but my mom saw a good plant pot to cover our ugly manhole. Is this legal? I live in Raleigh, NC.

It's in our actual yard, in a new home because of new construction. We are the second house in the neighborhood, so that must have something to do with it. Regardless, I just wanted to know :P

You could get arrested for indecent exposure if you don't cover that manhole!

IT IS LEGAL TO DRIVE OVER THEM BUT NOT PARK ON TOP OF THEM. SO I DO BELEIVE A PERMANANT FIXTURE IS NOT PERMITTED. SOMETIMES DURING REPAIRS THE WORKERS MAY TRAVEL FROM ONE TO THE NEXT UNDER GROUND. THEREFORE THEY WOULD NEED TO BE ABLE TO GET IN AND OUT OF THEM. SINCE A PLANT DOES NOT WEIGH THAT MUCH THE ANSWER IS NOT CLEAR. JUST STOP A LOCAL OFFICER AND ASK HIM, IF ANYONE SHOULD KNOW THEY WOULD.

I can't imagine why it's so close to your home instead of say in the road but I don't believe you are suppose to cover them for safety. I'd call your local Water Department.
