I don't think it's Ayeka, for two reasons:
(1) The clasp things in Ayeka's hair are up near her head, while in this picture they're way down her hair.
(2) There's a Japanese name written in the lower-right of the picture. The first character is complex and hard to make out, but the second one is "child" (pronounced "-ko" in most girl names).
It's not necessarily the name of the character (it could be the name of the series, or the name of the artist), but since the one character I recognize is a common character at the end of girls' names, it's a good guess.
I wasn't able to identify the other character in the picture, however, and a couple of the Asian guys at work said it was too blurry as well.

It's fanart; It may be an original design.
If it resembles anyone, it's Ayeka, but only vaguely.
