yes, all mamal young play. its a way for them to learn how to walk, get good coordination and balance etc. i am not sure about all animals,
insects for instance are sometimes born with genetic memory, like roaches. meaning they know everything their parrent knew when theyre born.
reptiles, tend to have a similar way of learning, or mostly react instinctively. since reptiles are a lot less active, because of their slower metabolism, it moght nit be labeled playing.
i have never seen fish play. but the nagain, what is playing? i think you can pretty much narrow it down to 'all mamals play' (yes dolphins and wales too)

Yes, and play serves a useful purpose: The discovery and initial coordination and strengthening of muscle groups developing a sense of body awareness as well as recognition of ability vs limitation. Heirarchy in the group starts very young in the animal world and proceeds through the act of play.

Most animals are social creatures.
If not with humans, they socialize and rough-house with eachother when they're young.
Calfs run and chase eachother in the pasture;
While turtles swim after one another, or see who can stay out of their shell the longest!
