it's said to deter crimes coz before they are unidentified with their faces hidden,but with the numbers, easy to detect .However,with filipino ingenuity , they will always be ways.
Is there any country who have experimented on this and how successful were they?

For every action there's a reaction. But it doesn't hurt to try. The same numbers should be on both the helmets and the plate.

Totally ineffective. Anyone can wear the helmet or steal the helmet. It would be a good way to have the police go after the wrong person and after all any one can put any numbers they want on the helmet. Just to many ways to take advantage of this one.

If the car or motorcycles plate numbers cannot be fully monitored or implement by the authorities how much with the helmet. Does not make sense to me. This will only attract more corrupt doings of government officials.

what good would it do to see the persons face? the best deterent to crime is for everyone to be armed
