I haven't seen him for the past 3 years...I think the other one would have to be I haven't seen him IN the last 3 years

I think the other one would be
"I haven't seen him in last 3 years"

you could say " I haven seen him for 3 years".. cos when u say haven seen, it obviously means the past or the last three years
