We all start out female..those who get to be female have breasts which can develop into fully functional mammary glands.
Men just keep the evidence that at one time, the gender choice had not been implemented yet.

There are mammary glands in there that are triggered by chemicals in the brain at childbirth. This starts tha production of food for our babies. The gland is elastic, some very flat-chested women can feed twins easily. Some cultures - like the Chinese are small breasted, most Northern tribes are more developed - but are no more efficient in feeding their young.

I believe it has something to do with nursing, sexual attraction and beauty. I said beauty because of many art forms that depict the woman's breasts as a form of beauty.

dna--same reason women do not have a penis. but science aside...i have seen many sets of "man-boobs" that were bigger than many women's breasts...
