It's ok, if "glued plastic" is clear to the person doing the job. It isn't to me. If the gluing needs to be done to the plastic, I think you'd need to change the structure:

Seal the openings with adhesive tape or by gluing plastic to them.

the sentence is perfect....i don't see anything wrong in it.....
but just in case you want to use another sentence.....you can say...
"Use glued plastic or adhesive tape to seal the openings..."
