I wasn't aware that it had a different meaning if you were Mexican Vs another nationality. But I believe the term came from the sailors of old who would get drunk and as they stumbled or staggered down the streets the other sailors would say Hey mate your three sheets to the wind. This was a term they used while at sea as the three sail mast would be three sheets to the wind as they set sail.

It is a sailing term. it means you have three sails up - three sheets - you are going fast.... idiomatically used it means you were drunk.
