people who received bribe is the one who corrupt.
you can not blame people for trying to bribe... it's just nature.
take note that bribery is not just with money, sometimes with sex sometimes with power.
people will always try to bribe, and people always tempted to take it, but if the system is good... no one can escape the consequences

Both but the onus falls more on the government officials since they hold the power and can almost force the common man to pay up.
