Yes, sidewalks are public property.
In some neighborhoods dog owners are required to clean up after their pets, but it is because an ordinance is enforced.
Still, you should tell the dog owner to clean it up because it is public property --as opposed to being his OWN property *wink* get it?

Regardless of whose property the dog pooped on an owner is supposed to clean it up even in the park (unless it is a designated dog walking area). In most places this is the law. Sidewalks are for the most part public property, that is why anyone can walk on them. Even though a lot of the time the sidewalk is on your property as show on a platted survey. It may then be show as a "public right of way" or a "public easement" through your property. Tell them to clean it up anyway!

Don't know about the US, but its an offence to leave dog poo ANYWHERE here in the UK, whether its the pavement, someone's garden, the local park - anywhere!!
Added to which its a health hazard - not nice for kids playing out to get into. Responsible dog owners should always pick up.

I've tried Googling to find the specific part of the law that exists to lay out the purpose and upkeep of the sidewalk, rather unsuccessfully, but I do know that it exists as I asked my lawyer ages ago (any lawyer would be able to point it out should you get into trouble). It's the councils responsibility to provide and maintain the sidewalk, and the responsibility of the owner to the land located directly behind the sidewalk/nature strip to landscape and maintain the earthy areas (ie mow the lawn that's there). The sidewalk is owned by the city. Most municipalities have an ordinance about curbing your dog or cleaning up after it. I have found it very effective to use a long handled shovel and sling the dogsh1t at the offending owner if they don't clean it up.

Public property. I'll add something, if I may. There has been an interesting "eccentricity" in my neighborhood for a number of years. In the plant areas around 11th and Grand and Hope (Los Angeles), there have been posted signs which demand dog-walkers NOT curb their animals in these areas. As curbing this activity means PREVENTING dog evacuating their bowels in these locations, businesses and home-owners in this vicinity--one would think--would want to DEFINITELY curb this, not encourage it). Did the people who placed these sign have their brains inserted backwards, like some of the nuclear plant containment vessels?!!

You not only have a 'right' to tell the dog owner to pick up the poo you have a 'duty'. Public space belongs to us all and it behoves us all to look after it and to make sure other people do too.

The sidewalk is owned by the local DOT, unless it's in a gated community, at which point it's up to the community owner.

It is public property, but most cities have 'curb your dog' laws. if all else fails, hand the person a plastic bag and 'say i think you forgot something.'
