It's not good. Birds have little brains and they accept very little in life. So, if something is ridiculous, it is "for the birds."

I breed canaries in my basement.
This expression relates to something that's cheap, or "crumbs". Sometimes, it could mean "crap for the birds".
Seaguls will eat almost anything you throw at them.

It means I don't want it or like it, so give it to somebody or something who isn't discriminating, who doesn't care.
