Yes
If you really value the friendship with this person, there is no reason not to contact them, wish them a happy holiday and ask them what can be done to repair the relationship.
The most important thing to figure out though is what caused the problem in the first place and to determine if this is really a relationship worth repairing. As an example, if it is with an ex-boyfriend who was verbally, physically or emotionally abusive or unfaithful, is it really worth renewing the friendship?
I wish you the best of luck!

Yes. I did. I never did anything but make sure the indidvidual was happy-but something happened and they just refused contact with me-even so, I still congradualted the individual when he graduated, I did not expect him to get in contact back, I did it because I wanted to-this also shows him that I am the bigger person and don't hold a gurdge. You should too.

If you are willing to allow that person to be a part of your life again I would think it was ok, but if you don't think this person can be trusted I definitely wouldn't send them good wishes, cause its like inviting them back into your life. : )

If you do, you would break alot of "don't be kind" taboo's. I salute your courtesy! Traditions that you are (sadly) having to ask about seem to be making a small come-back.
THANK YOU!

Yea. My friend had a bad break-up with his gf (he caught her cheating on him). He tried a little to talk to her. Then she killed herself with a bottle of asprin so yea. Talk while you can so you don't feel bad when you didn't.
