Your case , and processor fans go on in response to heat, not always just because you are or are not running x number of programs. If the fan noise is increasing, chances are good the fan bearings are wearing out. just replace the fans, fans run from three of four dollars to maybe 12 to 14 dollars, and are supposed to get noisey before they QUIT RUNNING. So you can know to REPLACE THEM. hopefully before they quit, and smoke your PC. If you have a computer from a manufacturer who just used cheap, noisey fans, you can still replace them, and get moderately more expensice fans, say three dollar fans as opposed to fifty cent fans. If the noise is increasing and comes from your power supply, the supply may be just clogged with built up mung. you can try blowing it out or vaccuming it out, which you should be doing once in a while anyway. .
