True story: When I was in the 7th grade, (1974), kids were ALWAYS pulling the fire alarm. So much so, that no one really ever paid attention to it whenever it went off. That is, unless the teachers hustled us out. In fact, whether the alarm became broken or whether the principal just decided to disable it for peace's sake, I'll never know. It just got to the point that kids would run up and down the call yelling, "Fire!" for fire drills. Sometimes it was real. Mostly, they were false alarms.
So... one snowy day in January (this was in Maryland)... we were between classes, and here came a kid running up the hall, yelling, "FIRE!!". We were inside our classroom, I recall, and I stuck my head out the door to hear what the kid was yelling. I chuckled, when he said "Fire!" and went back inside the room.
Yep... it was a real fire... I ran with the other kids to check out the burning room... then we all climbed over each other to get out... there was a lot of hesitation and confusion at first, though, because of all the previous false alarms...
The principal was eventually fired over the whole thing...
Here's the thing, though.... false alarms make people grow numb to the alarm... when the firemen arrive to rescue the children, not only has their gas been wasted for a false alarm, but some other emergency might have had to wait while the firemen checked out your false alarm.
There is absolutely NOTHING funny about so much wasted resources. I hope your friend, fifth grade or not, gets busted if he ever tries that again.

I knew a boy who is a friend of my son's who did that the last week of school. He was in the 6th grade. He did not realize the cameras were right there!
He was caught. The principal was threatening to give him a suspension.. there were three days left. He got off easy!
I think it was a grand idea to install cameras there!
Now, everyone has been forewarned! I bet it doesn't happen again... til next year!

No, although it happened when I went to school.
It is a crime punishable by fine AND jail term.
So, when your house burns down because the fire trucks are all at the school looking for a fake fire, is it still going to be funny?

Never did, I thought that was stupid and dangerous. Now that I work in a school and know how much it costs the school each time, I KNOW it's stupid and still dangerous.(in case there is a real fire somewhere and the truck or trucks are somewhere a prank is being played)
