No it's not, WWE Raw presents the Biggest Party of the Summer is a series of untelevised house shows to promote Summer Slam.

Well your question is confusing. Summerslam's motto is "Biggest Party of the Summer", but also the house shows leading up to Summerslam are called "WWE Presents: The Biggest Party of the Summer".

WWE is saying it because Some wrestlers like HHH & HBK will return to WWE , some will become new champions at Summerslam, WWE will arrange some special kind of matches e.g Elimination Chamber. WWE will bring some Hall of Famers in the show just as audiences or for their interviews; therefore WWE is saying that SummerSlam is the biggest party of Summer !!!

It's all pretty lame compared to how things used to be, say 10 years ago. It's all ridiculous now and has nothing to do with 'wrestling', just a silly show.
