Go home get a dictionary, pick one word a day. Write the definition out, practice saying the word all day. Use it in sentences as much as you can. Practice talking in a mirror. Or you can find a speach therapist.

From what I've read I don't see anything here that is racist or even discriminatory. And when people see that you are Hispanic and don't speak English well, they are naturally going to assume that you are better at Spanish. They aren't being stupid or mean spirited by doing so.
If you were raised in America, why didn't you learn better English in school? Did you go? Were you a poor student? Or might something else be going on? Were you ever evaluated for learning disabilities?
In any event, what now? I'm sure you understand far better than most that one can not function fully in society or the work place without the ability to communicate. But you can improve those skills. Read more, even if slowly or on a grade school level. Pay closer attention to what people say and how they say it, both in real life situations and on TV. Perhaps you could see if your community offers adult education classes where you could re-learn English. Only you can fix this, and with patience and hard work you will.

I really don't think race is an issue.
The ability to communicate clearly and efficiently is of utmost importance in any culture in the world. Being bad with language creates a bottleneck that not only keeps you from reaching your potential, but hinders others from having worthwhile interactions with you. It has nothing to do with race, and everything to do with the fact that society cannot properly interact with you due to the language barrier.
In fact, based on the wording of your question, it seems like your problem is not just a foreign language barrier, but an actual inability to use any language fluently. If that is the case, then it is understandable why people don't relate to you well. After all, if you sound stupid, people will think you are stupid.
To some extent, every person is expected to conform to the society they are in so as to allow that society to function efficiently, and that means being able to communicate with the elements of society that you come in contact with.
In situations like this, the burden is on you the individual to mesh efficiently with society, rather than on society to rework itself to suit your limitations.
My suggestion is to put some effort into learning to communicate efficiently. I personally have been told that I communicate very well, so for what it is worth, here are some of the things that helped me:
1. READ READ READ. Novels, magazines, books, books, books, internet sites, if it has words in it, read it. Literature is an excellent way to gain a good vocabulary, and to really see language in action in all of its different styles and forms.
2. Verbalize your thoughts. I am not a very talkative person by nature, so instead I verbalize my own thoughts to myself. Whenever I think something, I try to put it into coherent words. I imagine "If I had to explain to someone else exactly what I was thinking right now, how would I word it?"
3. Practice and experience. Like so many things, the best way to become competent is to do it and do it a lot. You are starting pretty far behind, but there is no reason you can't still improve.
I think improving your communication will improve your life considerably, because how well you speak really does affect people's perceptions of you.
I cannot describe the value that I have felt in being able to shatter people's expectations of me by speaking complex ideas in a clear and thorough manner.

Well are you? pen dej o. You can't speak English or Spanish and your hispanic? I might believe your story if it was English you had a hard time with, but come on Spanish? What kind of hispanic are you? Well since you don't have any friends start watching television and see if you can pick it up that way.

Gurl u should be a confident Latina! If you try to learn new vocabulary, and try to go out and make friends, people will see you as confident and want to hang out with you. U can problably take English classes. Tell your boss and coworkers that you don't appreciate their additude. That is rude to make fun of you when they should be trying to help you!!!
