Sounds like fun, I would do it, but am in a real house now, and too much junk to take aboard.....sigh.
Back to a reasonable answer/suggestion for you. Check carefully on local laws. Up here in Norcal there are marinas that allow it, some don't at all, and some are quite restrictive as to how many, etc.
Furthermore, you'll want to check into berthing rates, etc. A lot of hidden costs can build up quickly.
I think the 'slickest' set up would be to find a nice place to anchor the boat (not at a dock), set up with solar panels, wind generation, etc., and use a small motor-boat/skiff to get to a real dock where you could leave your car, and get to work that way....
You'd save big time on docking fees, and only bring the boat to dock about 1/week to top up water, fuel, put groceries aboard, pump out the head, etc.
Places 'up here' (Norcal) you might be able to do that are: Vallejo, Port Sonoma, San Rafael, Richmond/El Cerrito, Foster City, Rio Vista, Antioch, Pittsburg, and other various areas of the Delta.

Yea, living on a boat can be fun. Main thing you need to think about, is where/how will you use the boat. Houseboats are usually flat across the front and "Not" a good ocean going vessel in rough water as it could get swamped if the waves get high. This why you will notice ocean capable boats have V fronts, to "Cut" the waves.
Spend some time looking and talking with people that have Houseboats, most are friendly and will love talking about boats.

Where at in Cali? North, South, Central? Are we talking coastal or a lake. A house boat won't take the ocean very well. If your talking a cabin cruiser or a sail boat you can live on it in a marina and many people do. I know a few people who live on boats with their entire family and they love it. These boat used will cost you $130,000 to $200,000 for the minimum you would need to live comfortably. You will also need to pay slip fees of $600 to $1000 depending on the marina. Plus insurance and other fees.

bring money. lots of it. or have the boat pay for itself somehow. otherwise sounds like an awesome life, fish anytime you want. the beauty of it is if you do get a house boat in CA, if you don't like the harbor or port you're at just pull up anchor and head north until you find the type of people you prefer to be around. i think as you head north you will find the attitude of the locals will change.

Yes go to the marina in Chula Vista CA. They got hundreds if not more boats people use them as homes just anchored off the bay and its a whole another world out there.

You have to find out where it's legal.
Sausalito (Marin County) has lots of them.
Also Berkeley (Alameda County) too.
Try any osf the port cities, starting with San Diego in the south, and work your way up the coast. Also decide on the weather you can put up with; ie, hot? cold? windy? Foggy?
