sounds great, except the danios (also, the ghost shrimp might get eaten), they are very fast fish and often eat all the food before the other fish get to it and also are fin nippers. also I would recommend more than two of whatever fish you decide. most tropicals are schooling fish and prefer group of three or more. I'll suggest a few types with links to descriptions so you can pick which you like:

Your list looks pretty good except you should double the shoal of Zebra Danios. However you need to cycle the new tank so I suggest you only get the 2 Zebra Danios to start. After your tank is cycled in about 6 - 8 weeks you can get the other fish on your list.
Other fish that will mix with a Betta are Rasboras, Tetras and live bearing fish like Mollies, Platys and Swordtails. Rasboras I like are Harlequins. I also like Black Phantom, Black Widow and Lemon Tetras. Don't get any of these fish and the Danios. Choose either the Danios or one of the others.

The Ghost Shrimp at Walmart are intended to be food, so they are probably very poorly bred, so I don't think they will live too long. What are you going to siphon the water into? Do you have a bucket for that purpose? If not Danios, Try 7 Cardinal Tetras and 3 Corry Cats. Your tank will still not be overstocked. Just make sure that your tank is stable (fully cycled) before you add the Cardianls, they are a little picky about water quality... Good luck!

Instead of danios I would get 3 to 5 cory catfish. They're lovely little fish and I've kept them quite successfully with bettas in the past. They stay on the bottom of the tank except for the occassional pop to the top for air, and the betta stays near the middle and top of the water.
When getting decor consider a place for the betta to hide... sometimes they appreciate that.
You could get a half lid with a light- that would fit with the whisper filter. (I love whisper filters, by the way.)

or
bottom feeders:you can add around 2 cory cats and or 2 to 4 dwarf otos
i would put 4neons and 2 to 4 otos or 2corys your choice

you will get 4 male guppies, yet purely look ahead to tail nipping. purely approximately each thing else demands a larger tank (inclusive of tetras/danios/barbs/rasboras/corycats that choose faculties of 6 or greater...or mollies/platies/swordtails that do greater suitable in 30 gallons or greater).

walmart is very iffy -- you should probably try to quarantine them if you get them from walmart.
you should consider a school of fish like 6 at least -- any small tetras(neons, cardinals, glowlight, rummynose, etc) , rasboras, white mountain minnows,
instead of just a siphon tube get a gravel vacuum
get a thermometer to adjust the heater -- they never work they way they are supposed to and you don't want boiled fish.
