Sounds like you are trying to find fun in all the wrong places based on what other people are doing. Think back to when you were a child...what did you do for fun then? Your serious side may be a clue. Perhaps an intellectual challenge may be fun for you. Define fun in your own terms and seek it out.

have you discovered alcohol? actually, totally disregard that comment. it's bad for your liver. but it's hard to be serious and tipsy.
and also, that little guy in your head that says "seize the day! you'll never have an opportunity to have this much fun again!" ...he's a jerk, and he's wrong. maybe you just have a more mature sense of "fun" than your friends do.
EDIT: i'm shocked how many people have suggested drugs/alcohol. you should really try out social drinking, if you haven't.

Maybe you are letting other people's definition of "fun" affect your perception of whether you are having fun or not.
The question is, what do you enjoy doing, is it something that you need to be with others to do, and are you happiest by yourself or not?
If you are really interested in having a social life, it means getting in touch with other people who like to do what you like to do. Think about your hobbies, how you spend your free time, where you like to be. Maybe you just haven't connected with other people who like to do the same things you do. For example, I like to go to the museum by myself, but if I really wanted to, I could be a volunteer and meet other people who like to hang out there. It doesn't mean "let loose", it just means I've found others who like the place, too.
As you define what you enjoy most, look for organizations and groups, whether in person or online, of others who like those things. Make a little effort to communicate with them, and you will end up with a social life, even if it's with others online! Some people just have a group of friends from all over that they play games with online, for example, and that's still a social life.
It just sounds to me like you need to identify your interests and take it from there.

Not everyone can be the life of the party. Your talents lie elsewhere. The comfort is in knowing there are plenty of other people just like you. It is unfortunate that we introverts don't have our own club - the only problem is - if we did have a club - none of us would show up at the meetings or if we did show up - no one would take the lead and there wouldn't be much socializing! :p

you're probably considered an introvert and so you probably are not easily amused or entertained. try doing more of the things that interest you or if you feel like letting loose, try something you've never done before or something you feel like you'd never do. Maybe that'd help you open up to more experiences.

i wouldnt say you're boring. maybe you havent found anyone or anything that really makes you excited. find out what is it you really want to do in this world and go for it! i'm the same age, and sometimes i feel the same way, like something is missing. find that missing thing in your life and start doing what YOU think is fun.

Try to associate yourself with people who have fun and let loose. Relax and just find fun in everything you do, and you'll have fun doing everything. Also, perhaps you should talk to a psychiatrist.

I think first of all you are too uptight and hard on yourself. You have told yourself you are boring, therefore, you have conformed to this negative image of yourself.
Just let loose, be yourself and Allow yourself to have a good time. Stop saying your boring and tell yourself you are going to have FUN!

Sounds like you are insecure, and you are too worried about what other people think of you.
No one wants to be a jerk, but you also must realize that the surest way to anger everyone is to TRY to please everyone.
