They are the same group divided into two pieces.
Commuting Libby's senctence only opens the door to more crimes by the Bush administration. But the Democrats are once again up to their chins in complicity with this recent crime. Pelosi enabled it when she uttered "impeachment is off the table." With impeachment being off the table, the Bush administration is free to do whatever they please. Pelosi must have know that when she made the comment. And she must have been well aware of the many Bush crimes or there would have been no need to make such a statement.
