Never had a dog chase an actual car but I did get my dog to chase a remote control car when I was a kid. He was a collie and I guess it was his herding instinct kicking in to try to herd the little moving object to where he wants it to go much like his breed does with sheep.

It's an instinct to chase something that moves, and another instinct to usher something off of their territory, so the two combine to make it "shoo" a moving car away.

For the same reason Hamas chased political power. Now they got it and don't know what to do with it.

I don't know.
I had a German Shepherd a long time ago who would do that all the time, he would even bark at it while he was chasing it!
