Regulus Black
This is from an interview with JK Rowling, just after Half-Blood Prince was released:
MA: R.A.B.
JKR: Yes?
MA: Can we figure out who he is, from what we know so far?
JKR: Do you have a theory?
MA: We've come up with Regulus Black.
JKR: Have you now?... That would be a fine guess.

Regulus Black and RAB, even when the initials are changed when translating to another language, ALWAYS match each other EVERY time. And there is the "heavy locket that nobody could open" in the Black house, and Jo told us that careful readers would find a horcrux if they reread the books, and we believe that is the one.
So, I would say it is almost certain that Regulus Black is RAB.

Totally Regulus Black, everything in the previous book has led up to Harry re-visiting number 12 grimwauld place, so he has to be a part of the black family somehow, and by discovering it was Sirus' little brother who destroyed the locket would certainly thrust him back there again.

The main person being said to be RAB is Regulus Black, Sirius brother. However, there is speculation that maybe a member from the "Bones" family might be RAB. Why has Voldermort attacked the Bones family so much?
Who ever RAB is, we will soon find out.

The argument that RAB is Regulus Black is ok, but I have a better one that fits more. Regulus Black was killed by Valdemort. We do not know what happened to his parents or what they did when they heard the news. My thinking is one of them was RAB and they took the locket in revenge for Regulus's death. The wording of the note Harry found fits that scenario.

Sirius' younger brother, Regulus Black. He was a Death Eater and was killed by Voldemort himself. What must he have done for the big guy to come after him?

it has to be Regulas Black Siruis's brother.
im guessing that the reason the death eaters killed him is because he abandoned them and that he had destroyed one of the horcuxes. plus Hermione said whoever wrote that peice of paper in the fake horcux knew him, which him being a former death eater and all fits the picture.
