You take the new big number and subtract the old small number from it and then take that answer and divide it by the old small number. In this case it is (3-2)/2 which equals 1/2. If you make a percentage by multiplying that fraction by 100 you get 50%.

It's a 50% increase. You are increasing by 1, which is half of 2.

You start out with 2 and end up with 3:
percentage increase = (end value-start value)/start value x 100% = (3-2)/2 x 100% = 50 %
What if the question was:
what is the percent decrease from $3 to $2?
in this case, start value is 3 and end value is 2
% decrease = (end value-start value)/start value x 100% = (2-3)/3 x 100% = -33.33% the negative sign indicates a decrease
Therefore, % increase/decrease = (end value-start value)/start value x 100%

EDIT: I see everyone else answered while I was answering... as usual. Oh well, it appears my answer is in agreement with everyone else.
I'll have to agree with the previous answerer who said, 50%.
2 is 1 less than 3. 1 is half, or 50% of 2. So if you have 2 and add 50% (in other words, you add 1 to it), you get 3. I think...
Good luck!
