Cheating on what, the idea of password longevity?
Given the little you've said, changing passwords is not a sign of cheating any more than a cat scratching behind its ear is a sign that it needs a trip to the veterinarian.
If you are this suspicious then ask him, but believe what he says.
Don't nail him to the cross over changing passwords. You don't need the worry. If you feel concerned over it, your concern is more appropriately matched with maybe wondering whether somebody has infringed on his privacy lately.
If you pry too far, he might get the idea that you are creating a suspicion problem. That could make him act more privately to avoid such uncomfortableness. Then you could think you were right in the first place. You know, with this sort of suspicion running around you could make a real situation where there was none in the first place.
Not EVERYTHING has to be transparent in a marriage. People are still individuals, and have their right to privacy. Do you always tell him every reason why you say things to him? Do you have any private thoughts? Any conversations with friends some content of which you would not say in the same ways to him?
Evidence of cheating would be something like finding him in bed with another woman.

I change my passwords often, and I'm not cheating. It's a way to keep outsiders out of one's computer system. A defense against hackers and stuff. A wise precaution, really.
You need more proof than that- to prove or suspect actual cheating. The evidence on your suspicions... is very slim. Sorry.

Assuming you knew what his old passwords were and it was known that you could get into them.... then I would be wondering why he felt he had to change them. It is recommended to change your passwords every so often to avoid hackers but if you guys had an understanding I would want to know whats up.

I change my passwords on a regular basis - all the "experts" say that is a quick and easy way to keep away hackers and so on...
I wouldn't jump on the "cheating" bandwagon so quickly...ask him why he did that...assuming that he knew that you were checking everything he did in the first place.

Maybe he just values his privacy. You know you do not have to "share" everything just because you are married. You can keep some things to yourself and that is okay. If you trust him, you trust him.....if you don't you don't, plus you could always just ask, Hon, why did you change your password? Just wanted some privacy or do you want to tell me something and let the answer lie. Don't bring it up again

He is hiding something. Does not mean he is cheating. He may be sampling the local chats, dating sites, etc.
Check the computer after he is done each time. Sooner or later he will slip up and you may find info.
Look at internet web-files to see where he is visiting while on line. If he is clearing the cookies and temp files he is covering his tracks.
Go to tools, Internet Options, Settings then click files.
This will show where he is visiting.

Maybe he read an article that advised changing passwords and making them stronger.
Or he could be cheating, we don't know, check up on him if he's acting suspiciously.

well this is what i did when my last boyfriend changed his password on his cell phone i asked why he felt the need to do that, talked him into giving me the code then changed it myself so he would not have a way to erase the messages before i heard them and guess what he was cheating and if you decide to try this be sure to change it on a Friday night so that he cant call the company and change it back until the weekend is over...good luck!

I think the bigger question is...why is that your automatic response to him changing his passwords? I frequently change mine due to hackers, as someone else pointed out. You have to look at the bigger picture. There are signs to look out for, and even then that's not always a key.
