A electrical fault...see an engineer.

Let's back up a little bit. What make , model and serial number of the laptop do you have? Does the LAPTOP BEEP or does the power adapter beep? If it's the power adapter, i'd would ensure the electrical outlet is functioning properly with the use of a multimeter. If the outlet is working properly, you should probably obtain an OEM replacement adapter. You don't want to goof up you laptop. I do this kind of thing for a living. It is receiving power (or else it wouldn't beep, right?
It may not be sending power to the laptop because of a bad connection between it and the laptop. Look at each side of the connector (something like a three pin thingy) and see if pins are bent or sockets plugged or anything wierd. Obviously you can get into infinite questions about what kind of laptop/adapter, etc. But first things first - check connections.

I have never seen a power adapter giving out an audible beep,

If its your laptop that is beeping then you need to get it cleaned out from the inside of your laptop as covered with dust.

Take it to a specialist to get it checked out.

Laptop AC adapter is beeping? or is it the computer nagging you that the battery is about empty?

If it is your DC powertap that is broken, repair is not too painful. Typically the parts cost about $10-20US (retail) + 2 hours labor to disassemble the unit, remove and replace the broken powertap, reassemble the unit, and test (fully charge battery).

I would suggest taking to a local, family owned/operated shop and inquire about getting it looked at. If you can't find one, then email me back to discuss other options. Bestbuy/circuit city/radio shack are going to ship it out to someone else for repair. Oh yeah, remove your harddrive before taking it down as it is not necessary to perform the repair (privacy issue).

Honestly, I have never heard of an AC adapter beeping, but inspite of all my years repairing laptops, I have not seen EVERY model out there.

the connection to the motherboard from the adapter is broken. It is a common problem
