No. That would be a complete waste of money. How would you power all the fans/compressors? Would you use a central chilled water system or a DX system? If the former, which would be the most efficient, you would also have to power pumps. Who in the f*ck is going to pay for the energy costs?
Get bent, violation notice, I do this crap for a living.
PS...There's a reason you keep your windows closed when your AC is on.

Balls W has a point. It's not scientifically possible to 'air condition' a physically open environment. The only thing that comes close is massive tree plantings.
