Usually, you have something to hid, doing something illegal. I just want to point out, though, that it is still possible to get someone's IP, even if it is hidden. Where there is a will, there is a way.
P.S. This person is probably going through a proxy website.

Internet communications require an IP address (Internet Protocol). I may have two IP-enabled devices that need to talk to each other over the Public Internet, but does this mean that I should make their addresses available to the public?

There are several reasons to have an IP address that can not be addressed by the internet.
One of the best reasons is because it allows you to have a computer on the inside of your network that isn't reachable by the outside of your network - which is better security.
Remember, if you have an address that is private, (like 192.168.X.X or 10.X.X.X) then you will have to use Network Address Translation on your firewall to make it speak to the internet.
For better home network security, try to use an inside address scheme that is private on the inside.
Always use a firewall between the inside and the internet; and dont NAT them unless you HAVE too.

Private companies don't want the public to get access to their information. Only clients can access it. It's called an intranet.
