i am getting a motor that has 3.5 hp but don't know how fast it goes because i am making one for myself to save money and race my brother. Also, if u could how much does 33 cc go into hp?

that is near imposible to say without knowing the weight of your kart, your weight, gearing and many other things.
When I was 12 I had a 2 seater gocart with a 5 horse briggs on it. It woul axelerate like mad but wind out quickly because of the very short gearing.
if geard right though I imagine with enough of a strait stretch of road, and light enough weight 30 mph is doable... Mabey...

Without knowing the mass of your cart and how much energy is lost due to friction within your cart, it is impossible to know.
