sorry I thought you asked why is there a thin piece of paper left on the roll, I know the question is clearly stated, but I am a little on the tired side so I am not seeing things clearly, so I guess my answer would have to be toilet paper, it is used to wipe up mess left from the extrusion of waste from your body
