What can be used in place of a VOE to renew a driver's licence in Texas?

Basically, the high school will not give my brother a copy of his due to his frequent absences due to an anxiety disorder, and despite a note from his doctor, the head principal has refused to release it.

According to the Texas Department of Public safety, it he is under 18, the VOE is required. The only alternatives are a diploma or GED.
