There are several countries in Africa where girls are married off at around nine years of age and are expected to have sex with their husbands. This is cultural, but in those countries I believe the actual age of consent is 12 years.
In Indonesia the age of consent is 15 but girls can be married off at 11 or 12 (shortly after mensus) with the Mullah's (Muslim priest) permission.
In India the age of consent is 15 but girls are often married off at 11-12, shortly after mensus. Children used to be married off at around 5-6 but the girl did not have to have sex with her husband until after mensus.
