I saw a girl wearing a slave collar, what is the meaning behind this?

Do you mean a wide leather or velvet colar around her neck? Now days its just another peice of ornamentation. They are quite often studded (similar to a dog's colar) or embossed and decorated. Its just a fashion statement, though more often worn by goths.
And yes Scott there are other uses for it.

What is a slave collar? Is it some kind of necklace? Maybe she is someone's willing slave.

it's a bondage accessory for people who like to be tied up during.....play time "kids might be reading".
mostly it's a fashion accessory that the wearer has no idea about.
