She wants me to send her stuff and I want to make one for her,but I don't know any safe websites! Please help! Oh,yeah, I can't pay,download,or provide a credit card number.

You can use Yahoo Mail, G-Mail from Google, or MSN Hotmail. Make sure you do not use her name for the site. Use a screen name and teach her how to delete from users she didn't request. You can use your information to set up the address if you are old enough to meet the requirements of the site policy and let her use the address.

You can set her up with any one of the free email providers, just make sure that you set it up to only allow email from you and everything else should be deleted immediately without going to the junk/bulk/spam folder.

jus type in kiddie websites,,i havent done it.see whatcha get,,,,,make sure sis is kept away from credit cards,,,ya might end up with 200 pallets of bricks from china delivered by dhl freight sittin on the front grass one saturday morning

Couldn't she have one on here? I think its pretty safe here and you could send here things and when your done on the computer you could log out and she could log in and check her email. Me and my dad do the same thing.
