He didn't pardon him. He commuted his sentence, in effect reducing his sentence to zero time in prison, but the fines still count and probation are still there. The conviction is still there.

So now, if Bush said he wouldn't pardon Libby, he spoke the truth, AGAIN!

Well, he didn't actually pardon him, just changed his sentence from prison to probation.
