Yes, you need an agent for all of that and they are not easy to get. NO they don't accept people without experience. This is not a summer job, this is a lifetime commitment that is full of rejection and struggle. If you are getting into this for money stop now. You'll need to start small and work your way up from community theater and that's not a paying job.

You cannot get a role unless you have a Talent Agent.
You need a talent agent to do commercials, film, television, movies, etc.
You can't do anything unless you have a Talent Agent to submit your name to the Casting Director, for consideration for an audition.
