I need to be able to get the weeds out of the way to be able to do anything around them. Any ideas/suggestions?

Don't use a "herbicide". That will kill any and all vegitation. What you want is a "broad leaf killer", but it will kill your flowers if it gets on them. What you have to do is give the dandelions a small shot, real close and personal, and don't let it get on the flowers. Hope this helps.

Yes, don't spray any herbacide on your peonies and roses! If you must spray, use cardboard, like a box taken apart, to block off your desirable plants when you spray. Don't risk the exposure. Garbage can set over them will work too, unless the plants are too large.

Spread some mulch over the weeds. Pull the biggest ones and add them to the mulch. Use grass clippings over newspapers and nothing will grow through it. Mulching will also reduce the need for watering.
