No masturbation does not impact on the flaccid size of your penis... but cold weather does.... your body moves your blood out of your extremities in cold weather so as to keep your internal temperature as constant as possible.

cause i masturbate pretty often and i have an above above average penis, and i might still be growing so i think it does!
