A friend of mine took in her 16 year old brother, who'd just moved from another town, (they had all been swapped around in Foster Care,etc, when younger) - one day she rang to say that Benefits had written to her and that basically she was in trouble for moving him in.
When she told them that he wasn't working and was only 16 they told her that it didn't matter, that help with her housing benefit could be stopped as he was of a working age! In fact, she was actually taken to court for providing him with a roof over his head, whilst he found his feet in a new town, while he wasn't working for benefit fraud!
Apparently, if you have someone over the age of 16 within the house and they aren't working they can deduct a certain amount in the hope that this will nudge you in the direction of making them work etc. The fact that he was 16 and not over 18 just didn't seem to wash - incidentally, she wasn't bothered about any money for him - it was someone ratting on her, (maybe thought it was a boyf or something)!
If you are claiming benefits yourself, maybe contact income support and ask IF you took in your cousin what would happen with regards to your income, housing benefit.
If you aren't claiming then citizens advice should be able to tell you - with him not being a proper dependent, ie, your child or similar, then you're probably not entitled to anything. Sorry!

His parents should pay you child support until he is 18. Check the tax laws you may be able to get a deduction if you pay over half his support but I don't think he is a close enough relation for that. If you are his legal guardian you may get some EITC if you are low income until he is 18.
