ok all the others who answered you need to just shut up. first things first you need to call your local code enforcement office. they will come out and leave notice for the person to mow. if code doesn't work call your local county-city building and ask to speak with someone about your issue they will direct your call accordingly. good luck to you there is nothing worse than a neighbor that doesn't care about their place. =)

I have a similar problem. My new neighbors are really nasty. The house was owned by a women who kept the green. I mean you could walk bare foot and not step in poop...But she has moved to another state and now the new neighbors are renting from the new owner. The grass is gross, the screen are always off the windows. There is even old Christmas decoration in front yard. Clothes lines...Beer cans everywhere. I have called City Hall several times code enforcer comes out but the clean up last for only a few weeks. The back to the filth !!! My house is losing value because of this absent owner and his nasty tenants....What do I do..??

I can't believe people are saying that you should mind your own business! These are probably your neighbors.
Two feet tall is excessive. In some states, you can check your County Accessor Office. There are some states that this is all public records.
You could also contact the Code Enforcement division of your local government.
We all have a duty to maintain our property to the standards of the community. Next time the house goes up for rent, write down the phone number and you'll have it for the future.

I would see if your county tax appraiser has a searchable website.. many of them do... There you should be able to search the property... You can find Owner information including telephone numbers, owner addresses and whether they pay their property taxes or not...

WOW!! Hope you are not the one living next to my tenant LOL! You can call the local town hall where you live the city does do inspections in most cities and place violations against the owners.

I like tall grass. I'd love to let it grow 2 feet tall. We have a stupid homeowners association that likes to impose its will though.
When I'm wealthier I plan to build a community where gardening is banned, except for keeping the blackberries from overtaking the house. Everything can grow wild and nobody has to waste their weekends mowing, weeding, trimming, planting, seeding or generally getting one over on nature.

He may like tall grass, it is prettier and waves in the wind like a meadow. I like my grass about 5 inches tall especially in the summer so it doesn't dry out.
