Either to put extra pressure on the girl to say yes, or an attention-seeker.

I've heard quite often the girl says Yes in public, but then privately tells him the deal's off.

It is much harder for the gal to say no but at some point it would fail anyway.

it makes it harder to say no, and also its sweet thing to do. i've seen a video of a mavericks game where the girl said no and ran off crying, it was pretty funny.

Possibly to make it harder for the girl to say the big fat "no".

Or whoever if proposing just wants people to think, "Oh, how sweet! That's so romantic!"
