The drive through ATM's are the same machine as the walk up ATM. It would not be cost effective to make two different
keypads for the two different machines.

Very good question. It is illegal to leave your car at a drive-up ATM and it is also illegal to walk up to a drive-up ATM. Consequently, there is no need for the braille.
However, maybe they are just manufactured that way and it is cheaper to produce them with braille for all the machines rather than make separate skins for the drive-ups. Just a thought.

It was probably put there by some ACLU clown who threatened to sue all the banks if it weren't done. And instead of the banks telling the ACLU to stick it the banks caved. But I see your point.

why is this in law and ethics.
laws are laws. ATM's are made mostly the same no matter where they are to be placed. weather it be on the sidewalk or a drive up one.
