The reason I ask is because Philosophy should be the proposal of ideas and theory, w/no ultimate judgement, only an open forum for consideration.
Am I correct in this?

It seems the problem is not in THAT an answer is picked as best. Such a notion seems to be the pragmatic application of the "marketplace of ideas". The problem becomes the WHO. Whereas the marketplace of ideas incorporates all within it to determine the acceptance of a proposition, statement, theory, or belief, here on Yahoo Answers, we find that (while all have the power to give thumbs up/down or 'pick' the best answer when a question is put "In Voting") in the end, the question asker becomes supreme chancelor, judge and jury.

I agree with your reasoning, but sometimes I feel the need to pick the person that at least tried to approach the subject matter, If i get a large number of useless answers.

That is not my understanding of philosophy.

A key component of philosophy is also to provide a guideline for living -- ethics. Some of the questions here have very little to do with philosophy at all.
