You will need to strip back all the silicon, once this is done rub it down with a piece of emery cloth and then reseal using silicon sealant, apply a good amount then run your finger along to smooth and make it look neater, apply less to the outside long the edges. leave for 24hrs then find a dry safe place to test it. hopefully this will work.

If you try to plug the hole it will work in the short term but is likely to breakdown over time as the new stuff don't like bonding to well with the old stuff.

AJ's got it right, all except I would let it set for 48 hrs rather than a day....just to be sure.

go to a hardware store, or even wal-mart and buy a caulking gun...its they sell it in a gun thingy and u can line the fish tank with it...it is used on bathtub crevasses as well to seal the tub from water damage.
