There is a product called "Westly's Bleche White" that cleans and/or bleaches existing whitewalls clean. Any tire that doesnt have an existing whitewall is going to be hard to paint a whitewall on it The reason being is that tires that had whitewalls on them have the whitewall made into the tire when they are manufactured. The problem that the tires with whitewalls were that as time went on and the tire aged the whitewall would crack and there is no way of restoring that whtewall to a like-new condition. Any paint that is applied to rubber will crack as the sidewall flexes when going around corners.

Go to your local H-D dealer. I should know. I've worked for them for 10 years. They sell I think 3 colors now. Yellow, Orange and White. It comes in a metal pen style like the frame touch up paint and should last you awhile. The point on it makes it easier to touch up with also. Hope this helps

Get a tire lettering pencil at any auto parts store.
It's a big crayon and comes in different colors.
