I am going to assume that all you have stated is correct. You did not say what type of car. IGNTION OFF..KEY OUT OF CAR!!!!! Can you turn the crankshaft? If it is a manual transmission, put it in gear..IGNITION OFF!!, clutch in and let it roll VERY slowly..in second gear, hood up and watching the belts on accessory drive. Let the clutch out. Do the accessories turn a little before the car stops?...
No, to either above....Sorry...could mean the engine is locked up. Could be water, if belt drive camshaft, a valve hitting the piston due to broken belt causing the cam to allow valves to not move out of the piston's way. Or water in the combustion chamber causing hydrolock.
Good Luck...Actually need a little more information, but you can see where I am heading with this.

Actually it is the battery, the clicking sound is the solenoid. You just may have a bad connection in one of the terminals. Make sure all connections are tight and the amperage is correct for your car. Make sure the connections to the ground are tight as well, this should be the problem from what you described.

This is one of those "it could be several different things" deals. Most of the answers are possible. There is also the possibility that the ignition switch itself is bad (this does happen) My suggestion is to bite the bullet and take it to a repair facility for them to narrow down the issue and fix it.
Timing belt is kinda unlikely as the engine should still turn over.

There is a thermal fuse inline of the red power line that goes to the starter, They blow sometimes and you would never know it, because it's not really exposed.
The click you are hearing is coming from a relay, that is making you think it's the starter.
Verify power is going to the starter, and that will tell you if
the fuse is blown or not.

Check the engine ground.
Bet'cha it's frayed enough to limit the current flow.
You get a reading on your meter, but not enough juice to run the motor.

Timing Belt
Had the same problem ... replaced everything and had to take it to the shop and they said it was timing belt ... it is what makes the click noise
